Background

Demand Reduction Division is one of the three divisions under Bhutan Narcotics Control Agency. Demand Reduction Division is established to reduce the demand for drugs by educating and advocating on the ill-effects and negative consequences of substance use. The drug demand reduction services are provided through the Drop in Centres, treatment centre, JDWNRH and Rehabilitation centre. BNCA collaborates with the stake holders, Royal Bhutan Police, Ministry of Education, Youth Development Fund and ChithuenPhenday Association to reach out and provide the services to the drug users.

Drug demand reductions activities are implemented through prevention and treatment and rehabilitation measures. Prevention activities includes awareness, advocacy and public education on the ill effects of Narcotic Drugs and Psychotropic substances and the help services available for the drug users. Treatment and rehabilitation measures include counseling, detoxification and rehabilitation facilities.

Mandates

  1. To carry out advocacy and public awareness programs on the ill effects of drugs and alcohol abuse.
  2. To carry out awareness and advocacy programs on the ill effects of drugs and alcohol abuse and provide services to the drug users through the Drop-In Centres (DICs).
  3. To rehabilitate drug and alcohol dependent persons by providing detoxification, treatment, counseling, and community support programme and after care services.
  4. To develop IEC materials to carry out mass campaign amongst all sections of the youth on the ill effects of drugs and alcohol abuse.
  5. To ensure capacity building of the stakeholders for quality service delivery aimed at preventing and reducing drug abuse amongst the youth.
  6. To ensure capacity building of the stakeholders on best practices of demand supply reduction.

Advocacy programmes have been conducted for general public by airing IEC materials through the local cable operators and by conducting high level advocacy during the observation of international day against the drug abuse and illicit trafficking. BNCA has accorded high priority to the school going youths.
